Teaching:
Fran Ulmer was the first in a series of Distinguished Visiting Professors in Public Policy at UAA in the spring of 2004, when she taught a special topics course " The Environment and the Economy." In 2005 and 20066 she also taught a public administration course "The Policymaking Process," described below.
Course Description:
This course provides an overview of the public policymaking process. It discusses how policy is developed and implemented and by whom. The course explores the various internal and external forces that influence policy development and agenda setting. The first part of the semester provides a framework for analyzing the policymaking process. The second part specifically looks at state policy process and issues. The third part focuses on federal policy process and issues. The final part of the course discusses implementation, evaluation and individual participation.
