James Edwin joined ISER in 2007. His research interests are impact assessment and program evaluation, focusing on education, health, and social programs. Before coming to ISER he worked as a regional economist, a government planning and projects officer, and as a consultant for needs assessment and program evaluation. He has taught from the elementary school to the university level, and he is especially interested in teaching research methods, impact assessment, and program evaluation.

Current Funded Research

February 2009

Digital Learning Evaluation: In response to AASB's establishing Consortium for Digital Learning (providing laptops for students), ISER researchers, as external evaluators for the project, will assist districts with internal evaluation plans; work with districts to define data for Consortium-wide and summative evaluation; and aggregate, analyze, and summarize outcome data. Researchers will also prepare summative evaluation reports on the Consortium's succcess. Funding agency: Association of Alaska School Boards

Health Impact Assessment: ISER researchers will complete an extensive literature review identifying existing guidelines, models, and practices in the area of health impact assessment specific to oil/gas industry. Researchers will also produce a compendium of the most useful documents, including descriptions of HIA methodologies. Funding agency: State of Alaska Department of Natural Resources, Oil & Gas Division.

Project Appeal Evaluations: A continuation of evaluating the Advanced Placement Incentive Program, a collaborative initiative to increase the number of underrepresented students taking Advanced Placement (AP) classes and passing the AP exam among four school districts in Alaska (Anchorage School District, Fairbanks North Star, Kuspuk, Yukon-Kuskokwim). Funding agency: Anchorage School District.
